It’s seems the state of Alabama is going to have to wait awhile before it can start a new program to distribute “free” cell phones and service to the state’s “poor.” The hitch seems to be a federal requirement that the phones must be compatible with 9-1-1 systems throughout the state which really bums the cell phone company pushing the deal that stands to make them a nice profit…
